The Nomination Process

Countries that are signatories of the 1972 Convention on the Protection of World Heritage, can submit an application for new sites for inclusion in the UNESCO World Heritage List. To this end, each country must prepare an “inventory" of the main natural and cultural sites in its territory: the so-called “List of Proposals", which is the list of assets that a Member State intends to submit in subsequent years. When applying, the Member State sends the Application File and the Management Plan to the World Heritage Centre. The Centre carries out an initial check on the completeness of the documentation, and requests any additions. If the submitted documentation meets the completeness criteria within the required parameters, it is forwarded to the advisory bodies for evaluation. The World Heritage Committee is responsible for the final decision regarding membership. It meets once a year to decide which sites will be included in the World Heritage List. Our journey begins in 2008, the year of the Centenary celebrations of the birth of the Olivetti Company. The specially created National Committee was promoted by the Adriano Olivetti Foundation in collaboration with the Municipality of Ivrea and the Polytechnic of Milan. The National Committee was established by the Ministerial Decree of March 20, 2008. It was financed by the Ministry for Cultural Heritage and Activities and Tourism (MIBACT), the Piedmont Region and the Adriano Olivetti Foundation. During its four-year activity, the Committee consolidated its reflection on the theme of the enhancement of the modern architectural heritage of Ivrea. Thanks also to the contribution of national and international experts, it was possible to develop the prospect of nominating Ivrea as “Industrial City of the XX Century” in the UNESCO World Heritage List. In 2009, the Adriano Olivetti Foundation was appointed by the Municipality of Ivrea to undertake the first phase of the application. It worked, with the collaboration of MiBACT, to obtain the inclusion in the Italian proposal list (Tentative List) of Italian candidate sites to become part of the UNESCO heritage.

From the moment of the insertion of the Candidature of Ivrea in the Propositive List, the UNESCO World Heritage Office of MIBACT set up a Coordination Group. This consisted of the various ministerial structures involved, from the City of Ivrea, the Piedmont Region and the Province of Turin (that then became a Metropolitan City), the Adriano Olivetti and the Guelpa Foundation. The Coordinating Group has also designated a Control Room, responsible for following the development of the operational phases of the Application. In 2016, the Italian State submitted the Application Dossier and the Management Plan to the UNESCO World Heritage Office, which verified its completeness. The evaluation by ICOMOS, an UNESCO advisory body, began in 2017. Following the Evaluation Mission, which took place at the end of September 2017, a first request for additional information was issued. After a comparison session between representatives of the Coordination Group and the ICOMOS, further additional information was requested and subsequently delivered at the end of February 2018.
